Windows 2000 and Windows Server 2003 require you to authorize a DHCP server before they can begin leasing IP addresses to DHCP clients on the network. This eliminates the possibility of a rogue DHCP server being added to the network.
If you attempt to authorize a DHCP server but receive an access denied message, the user account you are logged on with does not have the necessary credentials to perform this operation. In order to authorize a DHCP server, you must be a member of the Enterprise Admins group.

In Windows Server 2003, you can add a user account to this group using the following steps:
Click Start, point to Administrative Tools, and select Active Directory Users and Computers.
Expand your domain and click the Users container.
Double click the Enterprise Admins group and select the Members tab.
Click Add. Enter in the name of the user account you want to add to the group.
Click Check Names.
Click OK twice.
Your user account will now have the necessary credentials to authorize a DHCP server.
